João Moreira Rato

Position - Visiting Associate Professor, Universidade Nova de Lisboa

Non-executive director of Caixa Geral de Depósitos since 19 July 2025, and of the Dutch holding company VIC Properties.
Senior Advisor at Morgan Stanley since 2015.
He has also worked as an independent consultant to multinational corporations.
João Moreira Rato is Visiting Associate Professor at Nova School of Business and Economics and Nova IMS, teaching courses in sovereign advisory, asset management and financial derivatives.
He was Chairman of Banco CTT from 2019 to June 2023.
He was non-executive director of Omtel from 2018 to 2019.
From 2016 to 2020 he worked, in collaboration with Oliver Wyman, on the set-up and build-up of the debt management department of the Kuwait Ministry of Finance, where he took part in the country’s first issue of sovereign debt, and in assessing the debt management structure of the Emirate of Abu Dhabi.
From 2012 to 2014, he was Chairman and CEO of Agência de Gestão da Tesouraria e da Dívida Pública, IGCP, E.P.E. In this role, he was responsible for the strategy for returning to the medium and long term public debt markets and for its successful execution.
Between 2000 and 2012, he worked in investment banking in London in several institutions, including Goldman Sachs, Lehman Brothers and Morgan Stanley, and for a brief period in a hedge fund specialised in global macro strategy.
João Moreira Rato graduated in Economics from Universidade Nova de Lisboa in 1993 and obtained a PhD in Economics from the University of Chicago in 2000.
João Moreira Rato is the author of the book “The European Debt Crisis: How Portugal Navigated the post-2008 Financial Crisis”, published by Palgrave Macmillan in December 2020.
